The system network structure adopts a hierarchical distributed structure, which is divided into three levels: station control layer, communication layer, and interval layer.

• Station control layer: composed of real-time monitoring subsystem, historical query subsystem, water distribution plan subsystem, user management and billing subsystem, and large screen display screen.

Communication layer: composed of communication cabinets, smartphones, communication devices, and communication channels.

• Interval layer: composed of water metering system and valve control system.
