System Introduction
With the continuous promotion of "technology driven police" and "digital patrol" work, higher requirements have been put forward for the daily work of the police. According to the requirements of digital patrol, it is necessary to invest more frontline police forces in daily patrols on the streets and communities, thereby improving the police's mobility, achieving flat command, and achieving a dual effect of increasing the current case detection rate and reducing the incidence rate.
Hangzhou Kelite Information Technology Co., Ltd. has developed a police digital patrol and intelligent positioning system based on walkie talkies to meet the above requirements. The system transmits geographic coordinates, time, speed, and other data sent by GPS terminals attached to walkie talkies back to the command center through wireless transmission channels, and displays the location and related information of the terminal on GIS electronic maps. No matter how complex the situation is in the city, the command center can quickly determine the geographical location of the target, mobilize police forces and rush to the scene, thus more effectively maintaining public security and cracking down on crime. The system can also query, analyze, and judge cases that occur within a certain period of time, and based on this, determine the best patrol route and supervise daily police and patrol work.

System Composition
The system consists of three parts: GPS terminal (embedded in the shoulder microphone of the walkie talkie as a standard accessory), wireless transmission channel, and digital patrol and intelligent positioning service system. The functions of each part are as follows:
1. GPS terminal: The high-sensitivity GPS module and GPRS/CDMA module are built into the shoulder microphone of the walkie talkie, and the GPS data is transmitted through the GPRS/CDMA channel of the operator (China Mobile, China Unicom, and China Telecom). This GPS terminal is suitable for various models and can achieve positioning function without replacing the original walkie talkie, fully protecting the user's original investment. The fastest GPS data transmission interval can reach once every 2 seconds.
2. Wireless transmission channel: GPS data is transmitted through GPRS/CDMA channels provided by telecom operators (China Mobile, China Unicom, and China Telecom) at a low cost. The system can also transmit GPS data through intercom channels, supporting various conventional or cluster systems without any communication costs.
3. Digital patrol and intelligent positioning service system: composed of data receiving server, database server, application server, client software and other modules, supporting PGIS system, Google Map and Mapinfo electronic map after correction processing.
The walkie talkie (with GPS terminal) receives GPS data from the satellite positioning system at regular intervals and transmits it to the digital patrol and intelligent positioning service system through GPRS/CDMA channel. Considering the confidentiality requirements of law enforcement units such as public security, it is recommended that the server be connected to the operator's GPRS/CDMA channel through VPN.
The digital patrol and intelligent positioning service system has complete equipment and user management functions, combined with GIS system to display real-time positioning information and current status of all users, and save the information to the database for future query. Any authorized online user can monitor the distribution and real-time operation of police forces within the network in real time. They can effectively guide and supervise the daily patrol work of police officers, and achieve rapid scheduling and scientific command in case of emergencies.
Main Features
This system is developed to meet the practical needs of police work, covering various aspects such as research and judgment, police deployment, patrol, and supervision in digital patrol. The main functions are as follows:
1. Positioning and real-time trajectory function
The system automatically locates on the GIS map and forms corresponding trajectories based on GPS data reported at regular intervals. The trajectories can be set according to modes such as walking patrol, assisted vehicle patrol, and vehicle patrol.
2. Scheduling
Click the dispatch button and select the incident site on the GIS map. The system will search for police information such as patrol personnel, vehicles, and police stations within a certain range to achieve nearby dispatch.
3. Automatic tracking
The system can automatically track a patrol personnel and vehicle to achieve key inspections.
4. Proactively report the location
The patrol personnel press the PTT button on the walkie talkie to automatically report the location information back to the system.
5. Historical trajectory replay
The system can replay past patrol situations, select time range, area range, and playback speed, and implement functions such as fast forward, slow forward, and point by point playback similar to video playback.
6. Setting of patrol routes
By analyzing high incidence cases and hotspot areas, corresponding patrol routes are set up and released weekly through the management system to guide patrol personnel to patrol according to the routes on time.
7. Management of patrol personnel
Set up patrol personnel information and establish the next stage patrol route based on the analysis of the previous patrol effect.
8. Patrol and inspection
By comparing the preset route with the actual trajectory, determine whether the patrol personnel have patrolled properly, especially whether some necessary points have been patrolled on time.
9. Patrol area setting and cross zone alarm
Set corresponding patrol areas. If patrol personnel leave the patrol area within the specified patrol time, the system will automatically sound an alarm and record the event.
10. Video surveillance
Link with the map to display street camera videos, which can be synchronously queried through patrol trajectories to obtain patrol time frames.
11. Manage the website
The system can be equipped with a corresponding digital patrol management website, which covers various aspects of patrol work and has complete publishing and statistical functions. Patrol personnel can record their work situation every day, and leaders can obtain the recent patrol situation of the jurisdictional department through advanced statistical functions. User permissions and alarm numbers are linked, with different permissions based on jurisdiction and position.

This system is implemented on a universal vehicle positioning system. In addition to ordinary functions such as positioning and trajectory playback, the system highlights the characteristics of public security business and mainly has the following public security business functions:
Scheduling: By clicking on a certain incident point, the police situation of patrol personnel, patrol vehicles, and police stations in the surrounding area can be obtained to achieve online scheduling. The size of the scheduling area can be set.

Patrol area setting and alarm: Set the patrol area accordingly. If the patrol personnel exceed the preset area, the system will automatically alarm.


Patrol trajectory setting: Set the patrol route and necessary points for patrol personnel during a certain period of time.

Trajectory comparison: Compare the deviation between the preset route and the actual route
