
In August 2020, the Fire Rescue Bureau of the Ministry of Emergency Management issued an internal document, deciding to carry out the construction of intelligent fire alarm response and command systems and the "National Fire Map" nationwide, establish a new working mechanism for regular system updates and upgrades, and command practicality, and strive to form a new generation of emergency rescue command and information technology and intelligent support system that meets the practical needs of "all types of disasters and large-scale emergencies" nationwide by the end of 2021

By the end of February 2021, complete the demonstration construction of intelligent alarm reception and handling systems for no less than one detachment (including the municipal headquarters);
By the end of April 2021, the Fire Rescue Bureau and various brigades will have completed the construction of their own intelligent command system, which will be fully integrated and connected with the intelligent alarm response system;

By dividing the traditional single direct command into "pre dispatch" command and "one click dispatch" command, and through actual deduction and operation, the command center can issue a "pre dispatch" command to the fire station in the jurisdiction within 20 seconds of accessing the alarm phone using the "pre dispatch" command, effectively providing dispatch efficiency. In actual deduction and operation, the time from the command center receiving the alarm to the first vehicle leaving the fire station can be shortened by about 40 seconds.
2、 Implement modular dispatch
The combat forces of each fire station are grouped into the smallest combat units according to buildings, factories, chemical engineering, etc., and 1 to N fire stations are dispatched according to different types of disasters. At the same time, the professional team combat forces and special disaster combat forces are modularized and organized. After filing a case, relevant combat modules are automatically matched according to the disaster situation, and one click list dispatch is achieved on a module by module basis, laying the foundation for rapid and professional dispatch.
3、 Pre deployment of operations
The travel time of the fire truck during the journey occupies the vast majority of the first battle force's arrival time. The system realizes the planning of navigation routes with the best route and shortest time, and assists firefighters in making full use of the transit time to make "pre deployment" for combat operations after arrival in advance:
① Intelligent optimized navigation, intelligent multi-point dispatch mode, adopts multi-point dispatch and reverse dispatch during special periods of level response, peak commuting periods, and disaster accidents in bridges and tunnels, and intelligently plans the optimal navigation route to arrive at the disaster site in the fastest time for combat.
② Relying on intelligent apps, we strengthen the deployment of combat during the journey. The command center provides timely feedback to the participating commanders and fighters through radio, text messages, apps, and other means based on the disaster information reported by the later alarm personnel and on-site personnel. The commanders and fighters determine the deployment of on-site forces during the journey, achieving precise division of labor and rapid deployment on site.
4、 Visual combat command based on a single image
Realize the visualization and intuitive presentation of on-site disposal decision-making instructions based on "fire one map", real-time images of various image transmission terminals, panoramic view of the scene, two-dimensional and three-dimensional models, dynamic distribution of rescue forces, etc., to facilitate the command center to make scientific decisions with a "global view"; In terms of solving the difficulty of collecting information for war evaluation review, it is necessary to achieve the collection and playback of various command information streams and video images centered on the disaster situation in chronological order.
5、 Establish a comprehensive police situation tracking and management system
Comprehensive assistance in combat command and decision-making. Import all types of disaster contingency plans, key unit contingency plans, operational safety prompts, command assisted decision-making, technical tactics, and job responsibilities into the system. Based on the dynamic information of the disaster situation, combined with various stages of combat operations, relevant auxiliary decision-making information is pushed and issued to provide command decisions for the participating personnel.

7、 Strengthen departmental joint logistics linkage
The system supports joint logistics and collaborative operations with other emergency rescue forces. In the event of a disaster, the command center reports relevant linkage information based on demand, and the platform collaborates with relevant emergency rescue forces to handle the situation on site according to the command level, effectively improving the efficiency of disaster response.

9、 Pioneering 3D code fire hydrant alarm positioning system
If the caller is unsure of the specific location, they can search for the nearest fire hydrant and use the nameplate number on the hydrant to help the command center quickly locate the disaster location.
