Background of the Proposal
With the continuous gathering of people, logistics, and information flow, emergency disasters and accidents caused by natural and human factors occur from time to time, causing huge impacts and losses to society. When facing a series of sudden public safety incidents, the use of emergency command communication vehicles can provide guarantees for the efficient implementation of corresponding command and handling work by leveraging their flexibility in movement and quick deployment capabilities. Higher requirements have been put forward for the corresponding emergency communication network, which requires the corresponding communication system to have good stability and flexibility, and to achieve real-time interaction and sharing of information, thereby improving the scientific and timely decision-making of information. The traditional approach involves transmitting communication data back through satellite signals, but satellite signals have poor anti-interference capabilities and are susceptible to interference during rainy and snowy weather. Therefore, this scheme proposes to use LTE 4G wireless communication technology to transform the traditional scheme and comprehensively improve the reliability of the system.
Design Proposal
Solution Overview
The car mounted video conference terminal transmits the collected data back through the use of satellite signals and 4G signals. Satellite signals and 4G signals serve as backups for each other, and by default, satellite signals are used for data propagation and transmission. When encountering harsh weather conditions such as rain and snow, satellite signals weaken. To prevent video data loss, 4G signals are used for transmission back. 4G signal has strong anti-interference ability against harsh environments such as rain, snow, lightning, etc., and the signal is relatively stable.
The solution is to backup satellite signals and 4G signals through a car mounted 4G wireless router. The car video conference terminal is connected to the car's 4G wireless router through a network cable, and the wireless router is then connected to the car's satellite signal transmitter through a wired connection to achieve interoperability of satellite links; The car mounted 4G wireless router can also directly communicate with the command center through the 4G signal of the operator's network, achieving interoperability of 4G links. In the plan, when the vehicle end communicates with the command center through a 4G link, due to the fact that the IP address assigned to the terminal by domestic 4G operators is currently a virtual address, APN or VPN solutions need to be used

APN method
The in car video conferencing terminal is connected to the in car 4G wireless router through a network cable; Users only need to purchase the operator's APN service, enter the default username and password into the corresponding input location of the car's 4G wireless router, and establish a virtual tunnel with the operator's designated dedicated line address to achieve virtual intranet communication. Users do not need to do too much configuration, but they need to make regular paid rentals to the operator. This plan has high cost and strong stability, but requires long-term investment to maintain.

VPN method
Connect the car mounted video terminal to the car mounted 4G wireless router; Users need to build a VPN virtual private network and use it to establish a virtual tunnel between the 4G wireless router in the vehicle and the VPN server in the monitoring center, in order to achieve communication with the command center. Compared to APN networking, this solution only requires a one-time payment for long-term use, has lower costs, and is easy to maintain.
