In order to protect the ozone layer and gradually phase out ozone depleting substances (ODS), countries signed the Montreal Protocol on Substances that Deplete the Ozone Layer in September 1989. The controlled ODS substances include 15 chlorofluorocarbons (CFCs), 3 halocarbons, 40 hydrochlorofluorocarbons (HCFCs), 34 hydrobromofluorocarbons (HBFCs), carbon tetrachloride (CCl4), methyl chloroform (CH3CCl3), and methyl bromide (CH3Br). In June 2010, the State Council promulgated and implemented the "Regulations on the Management of Ozone Depleting Substances", and China plans to gradually reduce and ultimately phase out products containing such substances.
